Know who should do what

In practice, the operator is responsible for collecting the correct OEE data. The system then converts this data into usable information that gives the line manager insight into the entire process. He then shares the translation of the data into clear diagrams with the shop floor. Based on their knowledge, skills and experience, the employees think along and make proposals on how identified bottlenecks can be resolved.
