If an operator has to record everything manually in a logbook, it becomes almost impossible to describe everything that has happened. What's more, the downtime reason can't always be traced from a logbook, as this doesn't allow for certain data to be analysed. You can, however, calculate OEE from the manual input, but this doesn't help to fully understand why the OEE score is lower than expected.
Case example: Operator X at Pie-2-Go is responsible for scheduled maintenance and for solving minor, non-technical failures and breakdowns. For technical troubleshooting, he calls in the help of the Technical Services department. Management sees a difference in timekeeping in Production and Technical Services. Production indicates that a breakdown lasted 2 hours, while Technical Services notes 30 minutes. Machine data says Technical Services is right: the actual failure time is half an hour. However, Production calculates the total time it takes to get the line back up to speed, which takes 90 minutes longer.
